Every home gets a score out of 100, and your 5 requests are always held by the highest scorers. When a better home appears, the weakest is traded in for it.

The portal won't tell you a home is full until you've already applied, and in this budget every affordable home carries the "many requests" warning, so that warning can't tell them apart. What can is how new a home is: an older one is, in practice, already full. So a freshly listed home scores high (the moment it can still be won), a home we hold that came back a reserve is kept but ranked low, and an old "for rent" home is treated as most likely full — worth a slot only if one is otherwise sitting idle.
